1777-William Shaffer - Petitioned Legislature Directly

In 1777, William Shaffer needed 2 men to work in his printing business. He couldn't find any men because all able bodied men were in the militia. He petitioned the legislature directly and the legislature released 2 men from the militia to work in his printing business.
